Strategic Planning Consultant, Green Climate Fund (GCF)
Paul Horwitz has worked on international environmental issues for over 25 years. This work has included serving as Chief USEPA negotiator on policy and international assistance issues related to the Montreal Protocol on Substances that deplete the ozone layer. During that time, he served as lead negotiator and Chairman and Vice Chairman of the Protocol’s Multilateral Fund, as President of the Conference of the Parties to the Vienna Convention on Protection of the Ozone Layer, and as Deputy Executive Secretary and Secretary of the United Nations Environment Program’s Ozone Secretariat in Nairobi Kenya.
Paul is currently serving as a senior strategic planning consultant to the UNFCCC’s Green Climate Fund. He has received numerous honors for his work in environmental protection from diverse institutions including EPA, the US State Department, the Chinese Ministry of the Environment, and the United Nations, the latter of which awarded him the Ozone Visionaries Award for extraordinary contributions to the creation of key Montreal Protocol policies.
