Dr. Heng Liu, Senior Technical Advisor at UNIDO, boasts 40 years in hydrology and hydropower. Formerly at China’s Nanjing Hydraulic Research Institute and ICSHP, he’s served on several UN and UNESCO panels. A UNESCO-IHE graduate with a PhD from Hohai University, he’s earned eight prestigious awards for his research contributions.
